RAIL PROJECTS IN NORTH WEST, NORTH AND NORTH CENTRAL ZONES
Question:
Will the Minister of RAILWAYS be pleased to state:
(a) the number of rail schemes proposed in the North West, North, and North Central Zones
of the Railways in the last five years;
(b) the number of railway projects which have been completed;
(c) the time by when the remaining projects would be completed; and
(d) the funds allocated to these rail projects in the last five years?

SABHA ON 11.08.2023 REGARDING PENDING RAIL PROJECTS IN NORTH WEST,
NORTH AND NORTH CENTRAL ZONES
(a) to (d): During the last five years i.e. FY 2018-19, FY 2019-20, FY 2020-21, FY 2021-22,
FY 2022-23 and upto current FY 2023-24, 166 surveys (New Line, Gauge Conversion and
Doubling) of total length 9,807 kms were sanctioned in North Western, Northern and North
Central Railway and 35 projects (06 New Line, 02 Gauge Conversion and 27 Doubling) of
total length of 1103 km, costing `17,183 crore were sanctioned in these Zonal Railways
during the said period.
As on 01.04.2023, 93 Railway infrastructure projects (29 New Lines, 06 Gauge Conversion
and 58 Doubling) of total length 8,489 km costing approx. ₹1.70 lakh crore, falling
fully/partly in North Western, Northern and North Central Railway are under
planning/approval/construction stage, out of which 1,470 km length has been commissioned
and an expenditure of ₹68,352 crore have been incurred on these projects upto March’ 2023.
During the last five years i.e. FY 2018-19, FY 2019-20, FY 2020-21, FY 2021-22, FY 2022-
23, 51 projects (06 New Line, 05 Gauge Conversion and 40 Doubling) of total length 2815
km, costing `20,836 Crore fully/partly in North Western, Northern and North Central
Railway have been commissioned.

Machinery & Rolling Stock Programme in which all the ongoing works of North Western
Railway, Northern Railway and North Central Railway are available.
Railway Electrification projects sanctioned during last five financial years and current
financial year (i.e. from FY 2018-19 to FY 2023-24) in North Western, Northern and North
Central zones are as under:

Section of 29,312 Kilometers (Km) have been electrified during last five financial years and
current financial year (i.e. from 2018-19 to 2023-24) over Indian Railways including 3,653
Km in North Western, 3,137 Km in Northern and 1,196 Km in North Central Zones.
Ministry of Railways has recently launched the Amrit Bharat Station Scheme for
development of Railway stations on Indian Railways. This scheme envisages
development of stations on a continuous basis with a long-term approach. It involves
preparation of Master Plans and their implementation in phases to improve the
amenities at the stations like improvement of station access, circulating areas, waiting
halls, toilets, lift/escalators as necessary, cleanliness, free Wi-Fi, kiosks for local
products through schemes like ‘One Station One Product’, better passenger
information systems, executive lounges, nominated spaces for business meetings,
landscaping etc. keeping in view the necessity at each such station.
The scheme also envisages improvement of building, integrating the station with both
sides of the city, multimodal integration, amenities for Divyangjans, sustainable and
environment friendly solutions, provision of ballast less tracks, ‘Roof Plazas’ as per
necessity, phasing and feasibility and creation of city centres at the station in the long
term.
Under this scheme 54, 75 and 144 number of stations have been identified in North
Central Railway, North Western Railway & Northern Railway respectively. Fund
Allocation for the Amrit Bharat Station Scheme is provided under Plan Head
Customer Amenities.
The completion of any Railway project(s) depends on various factors like quick land
acquisition by State Government, forest clearance by officials of forest department, clearance
from the concerned departments, State Governments/Ministries, deposition of cost share by
State Government in cost sharing projects, shifting of infringing utilities, statutory clearances
from various authorities, geological and topographical conditions of area, law and order
situation in the area of project(s) site, number of working months in a year for particular
project site due to climatic conditions, completion of Transmission Line works by State
Power Utilities and resolution of law & order issues during execution etc. All these factors
affect the completion time of the project(s). As such the confirmed time frame for completion
of projects cannot be ascertained at this stage.
The Fund allocation under Plan Heads for New Line, Gauge Conversion, Doubling,
Customer Amenities and Railway Electrification in the last five years i.e. FY 2018-19 to FY
2022-23 under Northern, North Central and North Western Railways is given below:-
