IMPLEMENTATION OF SAMARTH SCHEME
Question:
Will the Minister of TEXTILES be pleased to state:
(a) outline the timeline and expected milestones of the Samarth scheme, which will be active by the end of
March, 2024;
(b) the expected outcomes and impact of the Samarth scheme, particularly in terms of employment generation
and skill development in the textile industry;
(c) whether Government is planning to ensure transparency and accountability in the selection and engagement
of implementing partners for the Samarth scheme, if so, the details thereof; and
(d) the manner in which Government will collaborate with the selected implementing partners to ensure
effective coordination, resource allocation and timely implementation of the Samarth scheme?

(a): Samarth- Scheme for Capacity Building in Textiles Sector is a demand driven skilling scheme approved
initially in 2017-18. Samarth has been extended upto 2023-24 with an outlay of Rs. 390 crore to cover about
3.5 lakh beneficiaries.
(b): The scheme was formulated with an aim to inter alia incentivize and supplement the efforts of industry
in creating jobs in the organized textile and related sectors. Addressing the skill gap in textile sector and
generation of sustainable livelihood being the major outcome parameters of the scheme, it has been made
mandatory to provide placement to 70% trained (passed) beneficiaries for entry level courses & 90% for
upskilling courses under mainstream sector by implementing partners. Provision of self employment is
available for skilling undertaken in traditional textile courses. Under Samarth, out of 1.84 lakhs trained (passed)
beneficiaries, 1.27 lakh beneficiaries have been provided placement including self-employment as on
23.07.2023
(c): The empanelment of implementing partners under Samarth is carried out through a streamlined
transparent Request of Proposals (RFP) process. All steps including submission of proposals and evaluation
process are carried out through online portal secured with Digital Signature Certificate (DSC) of respective
users. Training centres pertaining to eligible applicant agencies are 100% physically verified through mobile
app by field offices of Ministry of Textiles. Empanelment of agencies is subject to the outcome of desk
evaluation and physical verification
(d): A robust web based MIS has been operationalized for ease of implementation and effective monitoring
of the training programme under the scheme. Based on information relating to the progress of training
programme in MIS, implementing partners are co-ordinated on regular basis and provided with required
handholding support for effective implementation of the training target. In addition, cluster wise field visits are
also organized.
