CNG PUMPS
Questions :
Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
- whether it is a fact that number of CNG pumps has increased in the country including Haryana in last three years, if so, the State-wise details;
- the steps being taken by government in the last three years to ease the process of obtaining licenses to set up CNG pumps;
- how much CNG is required in the country including Haryana and its availability at present;
- whether Government is running or proposing any scheme to increase the availability of CNG, in view of increasing demand; and
- efforts made by Government to make CNG easily available to the common citizens?
ANSWER

- The number of CNG pumps in the country has increased from 3092 in 2020-21 to over 5100 The state-wise detail is at Annexure.
- Department for Promotion of Industry and Internal Trade (DPIIT) vide notification dated 23.01.2019 has amended Gas Cylinder Rules, 2016 to ease the process to set up CNG dispensing facilities by removing the requirement of No Objection Certificate from the District Authority for dispensing CNG in a CNG station forming part of an existing Retail Outlet.
- The demand for natural gas varies with development of industries, expansion of CGD network for consumption in households and transport sector, etc. As per consumption data provided by Petroleum Planning and Analysis Cell (PPAC), total consumption of CNG in the country, including Haryana, upto Q4 of Financial Year 2022-23 (April-December) was 5203.75 MMSCM.
- & (e) Establishment of Compressed Natural Gas (CNG) stations is a part of the development of City Gas Distribution (CGD) Network and the same is being carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB). After completion of 11-A CGD bidding round, 297 Geographical Areas (GAs) covering about 98% of the population and 88% of total geographical area
of the country spread over around 630 districts in 28 States/UTs, have been authorized for setting up of CGD network.
CNG retail outlets are commissioned by the authorized CGD entities as per the Minimum Work Programme (MWP) mandated by PNGRB. As per the MWP, authorized entities have to establish around 17,700 CNG stations across the country by 2030. To increase the availability of CNG Government has taken various steps including, increasing allocation of domestic gas to about 250% of the allocation in 2013-14, diverting domestic gas from power and other non-priority sectors to meet the requirement for CNG(Transport) and PNG(Domestic) segments, declaring CNG(T)/PNG(D) segment as the first priority for allocation of domestic natural gas. The Government has also notified that gas produced from discoveries in Deepwater, Ultra Deepwater and High Pressure-High Temperature areas, in any situation which may require proportionate distribution of the gas offered under the bidding process, the contractor shall offer gas to bidders belonging to CNG (T)/PNG (D) sector on priority.
