Implementation of PMKSY in Haryana

QUESTION

(a) the various steps being undertaken by Government for the implementation of the Pradhan Mantri Krishi
Sinchayee Yojana (PMKSY), the details thereof, State-wise;

(b) the number of initiatives that have been proposed under the Yojana for the State of Haryana and its current
status, the details thereof, district-wise; and

(c) the details of future initiatives being taken by Government to ensure complete implementation and increase
coverage of the said Yojana across the country?

  • (a) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16 to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.

PMKSY is an umbrella scheme, consisting of two major components being implemented by Ministry of Jal Shakti, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components: (i) Command Area Development & Water Management (CAD&WM); (ii) Surface Minor Irrigation (SMI); (iii) Repair, Renovation and Restoration (RRR) of Water Bodies; and (iv) Ground Water (GW) Development (approval only till 2021-2022, and thereafter only for ongoing works). Further, in 2016, CAD&WM sub-component of HKKP was taken up for pari passu implementation with AIBP.

In addition, PMKSY also consists of Watershed Development Component (WDC) which is implemented by Department of Land Resources, Ministry of Rural Development. Further, Per Drop More Crop (PDMC) component was earlier implemented by Department of Agriculture and Farmers Welfare (DoA&FW) as a component of PMKSY during 2016-21, and is now implemented separately by DoA&FW.

State-wise details of physical progress under different components of PMKSY for the period 2016-17 to 2023-24 is placed at Annexure I.

  • (b) Under watershed development component of PMKSY, during 2014-15 to 2020-21, 47,149 hectare additional area was brought under protective irrigation, 4,104 water harvesting structures were created/ rejuvenated, and 435 hectare area was brought under plantation/horticulture.

After approval of continuation of PMKSY for the period of 2021-22 to 2025-26, 9 projects in five districts of Haryana covering an area of 31,221 hectares have been sanctioned under watershed development component of PMKSY. District-wise details in this regard are given at Annexure-II.

Through these projects, 124.50 hectares of degraded/ rainfed area have been developed, 53 hectares of area covered with soil and moisture conservation activities, 15.15 hectare area brought under plantation/horticulture, 337 water harvesting structures have been created/ rejuvenated and 124 hectare area brought under protective irrigation in Haryana during 2022-23 and 2023-24.

In addition, under PDMC component of PMKSY, 178.59 thousand hectare of land has been brought under micro irrigation during 2015-16 to 2023-24. District-wise physical progress under PDMC is given in Annexure III.

  • (c) Extension of PMKSY for 2021-22 to 2025-26 has been approved with an overall outlay of 93,068.56 crore (central assistance of Rs. 37,454 crore, debt servicing to NABARD for Rs. 20,434.56 crore and state share to be borne by the State Governments being Rs. 35,180 crore). The targets for PMKSY during this period are completion of ongoing projects, inclusion of new major and medium projects under PMKSY-AIBP, PMKSY-HKKP-SMI, RRR and WDC and their implementation for development of irrigation and creation of additional irrigation potential in the country.
