Regional campuses of global ranking educational institutions

Questions :

Will the Minister of Education be pleased to state:

 

  • whether it is a fact that regional campuses of top 100 global ranking educational institutions are being established in India under the National Education Policy;
  • if so, States where such campuses are proposed to be established;
  • whether there will be participation of Government in these institutions;
  • the details of the authority having the power to determine the curriculum and the fees to be paid in such institutions; and
  • whether these proposed campuses in India will provide facilities like fee waiver and other facilities to the citizens like the institutions in England, America and other countries?

 

ANSWER

MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUBHAS SARKAR)

  • to (e): National Education Policy (NEP), 2020 has envisioned that “top universities in the world will be facilitated to operate in ” For this, “a legislative framework facilitating such entry will be put in place, and such universities will be given special dispensation regarding regulatory, governance, and content norms on par with other autonomous institutions of India.” Accordingly, University Grants Commission (UGC) has drafted enabling Regulations to facilitate the establishment of campuses of foreign higher institutions in India. The draft University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023 have been placed in the public domain seeking feedback suggestions, and comments from   all   the   stakeholders.   The   draft   Regulations   are     available at https://www.ugc.ac.in/pdfnews/9214094_Draft-Setting-up-and-Operation-of-Campuses- of-Foreign-Higher-Educational-Institutions-in-India-Regulations-2023.pdf
