QUESTION
(a) the details of the National Apprenticeship Scheme, the number of apprenticeship offered by
CPSEs in the country during last five years;
(b) the number of apprenticeships offered in the State of Haryana and the total expenditures
incurred during last five years; and
(c) the details of the central public sector organizations offering apprenticeship and the details of
agencies offering apprenticeship under the scheme?

(a) to (c) Under the Govt of India’s Skill India Mission (SIM), the Ministry of Skill Development
and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive
network of skill development centres/colleges/institutes etc. under various schemes, viz. Pradhan
Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship
Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training
Institutes (ITIs) to all the sanctions of the society across the country. The SIM aims at enabling youth
of India to get future ready & industry ready skills.
MSDE and as well as Ministry of Education (MoE)/Department of Higher Education are implementing
schemes to promote apprenticeship with provision for financial support. The schemes are namely the
National Apprenticeship Promotion Scheme (NAPS) administered by the MSDE and the National
Apprenticeship Training Scheme (NATS) administered by the MoE. Under these schemes, apprentices
are provided on-the-job training by establishments using the facilities /resources available with them.
During the period of apprenticeship training, the apprentices are paid monthly stipend. The details of
NAPS and NATS are as follows:
(i) National Apprenticeship Promotion Scheme (NAPS): The Government of India launched
‘National Apprenticeship Promotion Scheme’ (NAPS) in August, 2016 with the objective to promote
apprenticeship training and to increase the engagement of apprentices by providing financial incentives
to the establishments. The scheme is extended to continue as National Apprenticeship Promotion
Scheme-2.
NAPS-2 is a Central Sector Scheme and is one of the sub-components under the umbrella
scheme of “Skill India Programme” with a budget of Rs 1,942 Crore allocated for four (4) years from
FY 2022-23 to FY 2025-26. The scheme promotes apprenticeship training in the country, by providing
partial stipend support to the apprentices engaged, undertaking capacity building of the apprenticeship
ecosystem, and providing advocacy assistance to the stakeholders.
The scheme builds upon the efforts of the Government towards improving ease of doing
business by simplifying processes of apprenticeship engagement and further accelerating the
momentum created by the previous version of the scheme, i.e., NAPS. Partial stipend support by GoI
under NAPS-2 will be limited to 25% of stipend paid, up to a maximum of Rs.1,500 per month, per
apprentice during the training period. The stipend support by GoI will be paid through Direct Benefit
Transfer (DBT) to the bank account of apprentices. No stipend support will be available under NAPS2 to the Central and State Government Departments and Central and State Public Sector
Undertakings/Enterprises, including Public Sector Banks.
The Ministry of Skill Development and Entrepreneurship has taken many steps, in consultation
with various stakeholders, to simplify the portal and the processes to bring increase in the number of
establishments and apprentices. The introduction of trades in services sector (Optional Trade) in 2018,
has led to the significant improvement in the women participation in apprenticeship. All these have led
to increase in the number of apprentices from 1.9 lakh in 2018-2019 to 7.4 lakh in 2022-23.
The scheme is implemented through Regional Directorates of Skill Development &
Entrepreneurships (RDSDEs), State Directorates dealing with Skilling and Sector Skill Councils
(SSCs). On successful completion of apprenticeship training, apprentices under designated trades can
appear for All India Trade Test (AITT) to receive the National Apprenticeship Certificate (NAC).
These certificates are considered by PSUs/Government departments for employing them. This
Ministry is engaging with Central Public Sector Units (CPSUs) through various mediums and holding
meetings with their top management to engage more apprentices and also encourage their contractors
and the entire chain of dealers/ suppliers to engage apprentices.
Throughout the country, during the last five (5) years 1,17,529 apprentices have been engaged
by Central Public Sector Enterprises (CPSEs) / CPSUs/ organizations under NAPS. In the State of
Haryana, during the last five (5) years, 1,76,565 apprentices have been engaged by various
establishments including CPSEs/CPSUs and an expenditure of Rs. 46.42 crore have been incurred.
Currently, 3,493 establishments in Haryana are engaging apprentices and out of this 17 are Central
Public Sector Enterprises/Organization/ Units.
(ii) National Apprenticeship Training Scheme (NATS): National Apprenticeship Training
Scheme (NATS) is a central sector scheme implemented by Ministry of Education through four
regional Boards of Apprentices/Practical Training (BoAT/BoPT) located at Mumbai, Kanpur, Chennai
and Kolkata in the country.
The objective of the scheme is to provide a course of training in any industry/establishment to
freshly pass out engineering graduates, diploma holders, graduate in General Streams like B.A., B.Sc.
& B.Com. and students studying degree and diploma level courses in sandwich programme of
engineering. The scheme is operated as per “The Apprentices Act, 1961” and “The Apprenticeship
Rules, 1992”.
For the scheme, a budget of Rs. 3,054 Crore has been allocated for the period from 2021-22 to
2025-26. The apprentices are paid monthly stipend which is shared between the Central Government
and the Employer on 50:50 basis.
Throughout the country, during the last five (5) years 78,735 apprentices have been engaged by
Central Public Sector Enterprises (CPSEs) / CPSUs/ organizations under NATS. In the State of
Haryana, during the last five (5) years, 29,699 apprentices have been engaged by various
establishments including CPSEs/CPSUs and an expenditure of Rs. 32.87 Cr has been incurred.
Currently, 173 establishments in Haryana are engaging apprentices and out of this seven (7) are
Central Public Sector Enterprises/Organization/ Units.
